Answer

In the name of Allah, Most Gracious, Most Merciful

Assalaamu `alaykum waRahmatullahi Wabarakatuh

In principle it is not permissible to torture or kill any creation of Allah Ta’ala using fire. It is exclusively the right of Allah Ta’ala to punish with fire.

(Bukhari Vol.4 pg 27, Darul Fikr)

It is permissible to kill flies, mosquitoes etc using an electric light or bat.

(Aap ki Masa’il vol.4 pg 246)

And Allah knows best
