Can i drive as a necessity?

I'm in a bit dilemma basically i live in london, have two kids has a means of travel i use the public transport, at times this gets very difficult especially in the winter season, my husband says to drive is haraam because of insurance.

would it permissible to drive has a necessecity ( not a luxury) or would it be advisable to avoid driving completely and use the public transport.

In the name of Allah, Most Gracious, Most Merciful

Assalaamu `alaykum waRahmatullahi Wabarakatuh

A woman will be excused for driving due to necessity with the following conditions:

1.      There is a genuine need to drive.

2.      She adheres to the laws of Hijaab when she leaves the home.

3.      She drives without a Mahram lesser than 77kms.

If insuring a motor vehicle is a legal requirement, one will be excused.

And Allah knows best
