Assalaamu `alaykum waRahmatullahi Wabarakatuh

1. According to Shariah, self stimulation is Haraam (prohibited) for males and females even though climax is not reached. Rasulullah (sallallahu alayhi wassalam) had mentioned grave warnings for those who indulge in this filthy and evil practice.

مصنف ابن أبي شيبة - (ج 3 / ص 442(

وهذا هو الاستمناء وهو مكروه شرعا وقد جاء في بعض الاحاديث تسميته بناكح يده وأنه لا يقبل له عمل حتى يتوب عن ذلك وفي أحاديث أخر أنه ملعون حتى يتوب عن ذلك.

“The good actions of a person who masturbates is not accepted until he/she repents. In another narration they (people who masturbate) are cursed until they repent from the sin”.

2. If one has not reached climax, Ghusal is not necessary.

فتاوى قاضيخان - (ج 1 / ص 20(

المرأة إذا احتلمت ولم يخرج منها المني حكي عن الفقيه أبي جعفر رحمه الله تعالى أنه قال ما لم يخرج المني من الفرج الداخل لا يلزمها الغسل في الأحوال كلها* وبه أخذ شمس الأئمة الحلواني رحمه الله وإليه أشار الحاكم الشهيد في المختصر فإنه قال * والمرأة في الاحتلام كالرجل وفي احتلام الرجل لا بد من خروج المني فكذا احتلام المرأة إلا أن الفرج الخارج منها بمنزلة الإليتين فيعتبر الخروج من الفرج الداخل إلى الفرج الخارج *وقال بعضهم إذا وجدت المرأة لذة الإنزال كان عليها الغسل
